1) thumbnails - u brainstorm ideas then u do thumbnails to finalize the composition
2) rough pass - in school, we would reuse the thumbnails by blowing up the size to a normal size paper, or whatever size your comfortable working with. Then we trace the enlarged thumbnail onto the paper you're gonna work with. (still pretty rough at this point) You decide the details you want to add or change such as windows, doors, fence, ect. (but remember to NOT put too much detail at this point)
3) clean pass - after you've decided on the design, we retrace it again onto a new sheet of paper. Try to keep your lines clean this time. From this point on, it's basically adding details like the window trimming, pipes, plants, and ect.
4) final pass - This is the step where you finalize everything. Usually what's left is textures,for example, the concrete wall, stone floors, and whatever. THen you should be done with the lineart~
coloring is a bit more difficult to explain and depends on your personal taste so just try a bit here and there and see what you like.
